The recommendations guide for project management

The development of digital in the building has been growing fast for a few years now. BIM has many expectations, first as a modern, efficient and collaborative work tool, then in terms of the vector of qualitative gains in the actual construction, as well as in the maintenance and maintenance conditions. realized works, and finally as a contributor to the constantly sought improvement of the economic and environmental balance sheet of the construction sector.

Opening of a "master building of BIM users in design and construction"

In order to promote the use of the digital mock-up in the building, the Interministerial Mission for the Quality of Public Buildings (MIQCP), under the auspices of the Building Digital Transition Plan (PTNB) published in September 2016 a guide to recommendations to the contracting authority on the BIM and the digital model. This guide aims, beyond highlighting the interest of a BIM approach, to give the pragmatic elements of the actions to be carried out.

It has proved desirable to help in the creation and dissemination of good practices, that the project owners who have engaged in the process, can share their experiences in the context of two "user clubs" which the PTNB has entrusted animation at the MIQCP and the Apogée association, respectively on the phases of design / construction and management / operation / maintenance.

Among the topics that will be addressed in this club include the formalization of contractual documents (BIM charters, specifications, BIM conventions, BIM clauses in contracts ...) but also the question of the form of the study deliverables. BIM and digital mockup management. The updating of the MIQCP recommendations guide may also be mentioned in the light of ongoing operations.

Virtual BIM Workshop

The Digital Transition Plan in the Building and Social Housing Union launched the project "Virtual BIM Workshop" (ABV).

 This project is so named because it has the following characteristics:

• Workshop  : it brings together the actors of the act of building and exploiting, to conduct a BIM experiment in collaborative mode,
• BIM  refers to the subject to be treated, with its processes, methods, tools, know-how, advantages and opportunities, but also its constraints, difficulties and obstacles,
• Virtual  : it's about simulating a real operation, without building the building.

Led by the Social Housing Union, the "Virtual BIM Workshop" proposes, within a relatively short period of 9 months, to carry out a BIM experiment (level 2). It is more precisely to remake, in BIM and using the business tools usually used by professionals, an existing operation of current housing already made in separate lots, "classic" (excluding BIM), and compare.

The objective is :

• To identify "the state of the art of BIM, in real life, to today" to carry out a construction operation of housing in BIM;
• To establish the comparison between a "classic" approach and a BIM approach;
• To synthesize the feedback, the contributions, but also the questions, brakes or difficulties induced by this practice;
• To share and disseminate the results.

To do this, the ABV project brings together the main professional organizations of the act of building and operating as well as actors of construction (project management, management of works, companies, manufacturers, operators), in total 73 participants. The involvement of the professional organizations of the construction sector is essential in this project, since they will be responsible for supporting the actors throughout the project, but also and above all for disseminating as much as possible the feedback from experiences. will result.

 This project falls entirely within the framework of the three axes of work of the Digital Transition Plan in the Building:

• Convince and envy;
• Accompany the rise in skills of professionals and develop tools adapted for all;
• Develop a trusted digital ecosystem

It will be the ideal ground to experiment the current actions of the NBTB, test them and enrich them. The progress of the project and the deliverables developed will help to support the digital transition of the entire sector.

Study and feedback on the costs and benefits of BIM

This study is placed in a context of appropriation and dissemination of digital tools. It aims to determine the extent to which BIM can contribute to the efficiency of processes across the entire value chain of the building act. 

To do this, the benefits are divided into 4 categories:

• Get to know better how our European neighbors have developed BIM and make up the gains they have made but also the risks of wide dissemination.
• To carry out an analysis of the need of the actors of the French sector from a technical-economic angle. Conduct a study on real projects to measure its benefits and technico-economic risks.
• From these studies, draw up a report and set up a decision support system.

 Barometer

The digital transition plan in the building has decided to have a barometer on the use of digital by construction professionals. This barometer takes the form of a biannual survey that provides an inventory of digital mock-up, BIM and the use of digital tools in France to the actors of the building industry: building owners, masters of works, construction companies, suppliers, managers, ...

The barometer will be the digital progress index in France and will allow the actors of the Digital Transition Plan in the Building, to adapt and guide the work to support the actors in their digital transitions.

Call for projects "Accompaniment of public and private owners for new construction projects in digital model"

As part of axis 1 of the operational road map of the NBTU , on June 30, 2015, the NBTU published a call for projects intended for the public and private owners involved in the construction of new construction under digital model.

 The objective pursued by the plan through this call for projects is to experiment the use of the digital model at all stages of development of the project, from the design to the reception at the end of the project, on cases realities in the process of launching the realization of new construction operations.

 This experiment, based on particularly remarkable pilot operations, will make it possible to examine the actual conditions of implementation of the digital model on a new construction operation, the benefits and difficulties encountered by each of the actors related to this new use.

 It will also reward public and private project owners who are particularly invested and who propose ambitious digital mock-up construction procedures that allow each actor to be fully involved in the use of the digital mock-up.

 During this call for projects, more than 30 responses were submitted, examined and submitted to the selection of the steering committee of the NBTB. At the end of this process, the steering committee of the PTNB has decided to select 8 projects, of a very varied nature, for a total amount of aid of € 610,000.

 The experience gained through the regular monitoring of the approach on these projects will be rich in lessons to facilitate the generalization of the use of the digital model to any type of project in new construction.

Call for projects "Support of public and private owners for the use of BIM and digital mock-up on existing works"

Given the fact that many questions remain as to the conditions of use of the digital mock-up for digitization and modeling of existing works, the Digital Transition Plan in the Building wishes to carry out experimental projects in the form of pilot operations to examine the actual conditions of implementation of the digital mock-up and BIM with public and private owners.

 For this, a call for experimental projects has been published and must allow to develop, from real operations, the use of the digital model and the BIM for the realization of operations of renovation or management of patrimonies to from existing works.

 This call for projects aims to attract applications from public and private owners, as well as builders of individual houses wishing to start renovation or wealth management operations, through a digital model powered by a BIM process, on the French territory.

Annual competition "Digital tools for small businesses"

Currently, only 11% of building professionals report using BIM regularly in their operations and 73% say they never use it.

The digital transformation of the building represents a challenge of major progress, both in terms of the quality of the structures produced and the productivity of the sector, for a key sector of the French economy, which has more than 500,000 businesses, 95% of which are very small and craftsmen.

The vocation of the PTNB is to shift all professionals, including VSEs / SMEs, to building 2.0, which implies a digital transformation of companies, including the integration of digital business solutions that meet their expectations.

The objective of the "Digital Transition Trophies for the Building" is precisely to reward and publicize the existing software and digital solutions best adapted to the needs of the VSE / SME of the sector.
